Website License는 per Domain으로 구매, Developer License는 per Developer로 구매 하면 됩니다.
아래는 제작사에 정리 되어 있는 라이센스 정의 입니다.

[Website License]
For use on a simple webpage that is not considered a web application. A web application is a website that has customer specific data or charges for its use. This requires a Developer license. 
For an unlimited number of developers. 
Source editing allowed

[Developer License]
Allows one single developer in your company to work with Highcharts. 
Each person who directly or indirectly creates an application or user interface containing Highcharts is considered a developer. 
Allow Highcharts to be used with an unlimited number of SaaS projects, web applications, intranets, and websites for you or your customers. 
Source editing allowed.
